Vacancies in CARE Indonesia for Makassar Based

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. CARE is currently recruiting the following positions for its project:

ADMIN OFFICER (AO-S)

JOB SUMMARY:
The Admin Officer (AO) is to provide administration & Procurement services to all SWASH project staff in Gorontalo

RESPONSIBILITIES:
- Preparing contracts for office, vehicle rental, etc.
- Follows-up on all daily and monthly incoming invoices (with all supporting documents) to be submitted to Finance Jakarta.
- Responsible for training and supporting local partners, in financial management and documentation, asset management and compliance with donor regulations.
- Responsible for monitoring and maintaining the fixed assets of the project, including local partner management of CARE procured assets.
- Responsible for ensuring local partners maintains office inventory system.
- Tracks project staff movements and maintains a registry board of locations, meetings, etc.
- Maintains CARE security information documentation for office and “welcome” information kits for visitors to Office.
- Assists CARE and partner staff in organization of programunity, events (workshops, meetings, visits, etc)
- Manages all CARE administrative functions and ensures efficient support to the program operations.
- Monitor daily vehicles/motorcycles log and fuel consumption analysis properly by establishing vehicles/motorcycles files.
- Update any new procured asset in regional asset list regularly.
- Manage regional asset list for below and above US$ 200 and submit monthly asset report to Jakarta Administration Manager in 1st week of each month.
- Performs and implements procurement process requested by Project Manager in accordance to CARE policy, standards and procedures.
- Prepares request for vendor quotes, Summary Bid Analysis and Purchase Orders.
- Follows-up and monitors P.O. and maintains close communication with vendors regarding delivery schedule. Coordinates with Procurement Jakarta and Project Manager to ensure quality of materials procured.
- Establishes good relationship with other office units and external parties (vendors/suppliers).
- Files/documents important and confidential paperwork such as document transactions for data base, for local list vendor/supplier and records all vendors/suppliers profiles.
- Updates and submits Procurement Status Report (PSR) to the Jakarta Procurement Officer CIIHQ.
- Establish and maintain regional “Approved Vendor List” in accordance with Procurement
- Provide training and support to local partners on CARE procurement standards.
- Compile and send the payment documents to be paid by Finance

QUALIFICATIONS:
- S1 graduate; Majoring Management or Administration
- At least 3 years combined experience in office maagement , and/or procurement (with a minimum of one year of experience in either office management or Procurement);
- Excellent communication skills in Indonesia
- Good communication skills (written and orl) in English;
- Ability to work easily and professionally with others, to be diplomatic, and to work effectively in a team environment;
- Ability to prioritize work activities and to set and meet deadlines imposed by supervisors and/or CARE Gorontalo.
- Ability to effectively manage partner relationships and transfer of knowledge
- Costumer service oriented

SECRETARY (SEC-S)

JOB SUMMARY:
The Secretaries (SEC) is to provide secretarial & administration services to all SWASH project staff in Makassar, South Sulawesi

RESPONSIBILITIES:
- Screen of incoming telephone calls and the pacing of out going telephone calls
- Receive and direct visitors
- Process incoming, correspondence by opening mail, recording in log book, photocopying, circulating and filing
- Open mail each morning and send mail/e-mail as requested
- Assist PC, Program Manager, Specialists, ROM to prepare a letter, Project data, and Monthly report
- Assist Regional Office Manager to process the office supply procurement
- Control and monitor the office supply use and availability for regular needs of project staff
- Request monthly project advance and prepare the Project Advance report to Accountant in Makassar
- Prepare breakdown monthly invoices for official phone
- Assist in maintenance of active and inactive general file to ensure that all correspondences and documents are filed properly
- Management of all the documents requiring approval / signature of the Program Manager, Regional Office Manager & Provincial Project Coordinator South Sulawesi.
- Take responsibility to collect and compile all monthly Report, monthly activity plan, progress report of all program component, local partner and consultant of the SWASH Project.
- Take responsibility to assist Project Manager for program meeting, workshop, field monitoring in related to GOI & Internal CARE Indonesia
- Assist Regional Office Manager to prepare the monthly unused leave Staff & Medical Staf & report to ROM & HR CIIHQ every month.
- Assist all staf for delivery document & material project to CIIHQ, District Office & Gorontalo Office.
- Assist Supervisor as requested

QUALIFICATIONS:
- S1 graduated and minimum two years experience in similar position
- Ability to communicate in English both spoken and written
- Ability to operate standard computer programs (Window, Excel, Outlook & Internet, PowerPoint)
- Ability to build and work in teams
- Good Administration and attention to details
- Good interpersonal skills/costumer service oriented

RURAL COMMUNITY FACILITATOR (RCF-S)

JOB SUMMARY :

The CF is the community-level contact point person for all project activities. The CF will conduct the following activities:
- Facilitate and assist community organization to manage WSS and health and hygiene education, reflecting gender equity and poverty targeting principles.
- Build community capacity and assist community in developing the Community Action Plan (CAP), constructing WSS facilities selected by the community, and managing the O&M of the improved WSS

RESPONSIBILITIES:
- Implement RTA. Melaksanakan Kajian Teknis Cepat (KTC-RTA)
- Assist in building community capacity in preparing CAP, project planning and implementation using the MPA/PHAST methodologies.
- Assist community identifying their health problems and water borne diseases and develop strategies to solve those problems using PHAST methodology.
- Conduct technical survey and prepare the DED and cost estimate for WSS infrastructure development.
- Assist community organization in mobilizing contributions.
- Provide on the job training to community members and assist in supervising construction of WSS facilities through community self-help.
- Train and guide in managing the sanitation revolving funds.
- Facilitate and assist the community in participatory self-monitoring during the project and post construction periods.
- Act as liaison between VWSC, LPMs and KcCT.
- Submit monthly progress reports to DC.
- Address complaints and questions about the project and help ensure transparency in all project implementation and decision making.

QUALIFICATIONS:
- Have a degree Environmental/Civil Engineering
- 3 years experience in a related position
- At least 3 years experience with International NGO and 3 years experience in related technical aspects in urban area
- Fluency Bahasa Indonesia and English is an advantage
- Ability to work with a team and with minimum supervision
- Able to operate computer using standard program (Ms Word, Excel internet/email) is preferable.
- Good communication and interpersonal skills

URBAN COORDINATOR (UC-S)

JOB SUMMARY:
The Urban Coordinator (UC) will supervise directly the Urban Community Facilitator (UCF) and implement peri-urban component of SWASH including facilitation of City Forums, the Sanitation Improvement Pilot Project in Makassar funded by Unilever and any other urban project that may obtain funding as match to SWASH.

The UC will work closely with the Project Specialists and external consultants, if applicable, in implementing project activities. The UC will be responsible for achieving the results outlined in the Project Implementation Plan on time and within the approved budget.

RESPONSIBILITIES:
- Coordinate project implementation with the Municipal Technical Counterpart Team (MTCT), other related sectors and projects;
- Establish relationships with key project GOI and LNGO, CBO and private partners at municipality levels;
- Supervise implementation of all project components in the related municipalities;
- Prepare JDs, participate in selection and supervise Urban Community Facilitators (CF).
- Assist the PM and MTCT in securing matching funds from related local GOI, municipal agencies and private sector;
- Coordinate, facilitate and supervise the implementation of the project consultative meetings with municipalities, sub-municipalities and eligible communities during the urban village selection process. Facilitate needs assessment in the eligible areas;
- Review and prioritize Letters of Commitment submitted by communities interested in participating in SWASH and other related supporting projects initiated in urban areas by SWASH. Assist MTCT (Municipal Technical Counterpart Team) in the selections of communities according to the selection criteria and process in an open and transparent manner;
- Determine the training need necessary for the city forums component and other urban village projects.
- Organize regular and annual review meetings with SWASH key stakeholders to monitor project progress and develop responsive actions for the problem developed.
- Prepare narrative reports for any other urban project implemented as a part of SWASH (i.e. Sanitation Improvement Pilot project in Makassar ).
- Supervise data collection, entry and analysis for the SWASH urban component and other urban projects.

QUALIFICATIONS:
- Have a degree Environmental/Civil Engineering
- 3 years experience in a related position
- At least 3 years experience with International NGO and 3 years experience in related technical aspects in urban area
- Fluency in English and Bahasa Indonesia
- Ability to work with a team and with minimum supervision

DISTRICT COORDINATOR (DC-S)

JOB SUMMARY:
The DC will supervise directly the SWASH and CARE partner NGOs, Rural Community Facilitators (CFs) work closely with the project specialists and closely coordinate the project activities with the DTCT (District Technical Counterpart Team)..

RESPONSIBILITIES:
- Coordinate project implementation with the DTCT and other agencies involved in SWASH related activities and projects.
- Developing detailed implementation and budget plans for district level.
- Establish relationships with key project partners at district levels of the GOI andLNGOs.
- Oversight of implementation of all project components in the related district.
- Supervision of CFs and district office staff. Monitor and evaluate their work..
- Supervise and monitor all project activities in the district.
- Provide technical support, as necessary to the CFs.
- Assist the PM and DTCT in developing matching funds for related local GOI.
- Assist PC to coordinate, facilitate and supervise the implementation of the consultative meetings during the rural village selection process.
- Responsible for the quality and timely completion of technical appraisal of water resources in communities selected by district during the village selection process.
- Review and prioritize Letters of Commitment submitted by villages qualified and interested in participating in SWASH, and then, facilitated by the PC, and DTCT select villages according to the selection criteria in an open and transparent manner.
- Determine the training need necessary for increasing capacity of local GOI institutions.
- Organize regular and annual review meetings with key stakeholders to monitor project
- Responsible for collection, entry and analysis of data collected by the CFs.
- Maintain an inventory of CARE assets in the district and villages. Make sure that all project assets are used properly.
- Prepare and submit monthly financial and project progress reports to PC in a format developed by PC.
- Make sure that the CFs and district staff are aware of the CII policies and regulations and that the policies and regulations are strictly followed.

QUALIFICATIONS:
- Bachelor Degree in relevant study and/or a minimum four years of work experience in water and sanitation with community based approaches;
- At least four years experience working with international and local non government organizations;
- Familiarity with community level participatory approaches;
- Demonstrated capacity to work as a team member.
- Able to operate computer using standard program (Ms Word, Excel, internet/email)
- Good communication and interpersonal skills
- Excellent leadership, planner, and result oriented
